Russia’s competition law regime is based on the Federal Law No. 135-FZ, enacted on July 26, 2006, and the Decree No. 314 issued by the President of the Russian Federation on June 30, 2004. Such decree created the Federal Antimonopoly Service (FAS), the country's federal competition agency. The FAS is ultimately led by its Chair, who is appointed by Russia's Prime Minister.
