The competition regime in Paraguay is founded on the Law on the Defence of Competition (Law No. 4956/2013, “Ley de Defensa de la Competencia”), regulated by Decree No. 1490/2014 (and later amendments). The enforcement authority is the National Competition Commission (“Comisión Nacional de la Competencia”, CONACOM), which was formally constituted and began functioning approximately in 2015-2016 (members appointed in 2015; investigations from 2016).
